Nimira is a Mari government investigator. The Mari are a species of telepathic humanoids who welcome the USS Voyager and her crew to their planet for some much-deserved shore leave. They neglect to advise them that the Mari have outlawed violence in thought and deed. Unfortunately, Lieutenant B'Elanna Torres is arrested for an involuntary angry thought when someone bumps into her in a marketplace when Chief Examiner Nimira's investigation reveals the thought. She allows Lieutenant Tuvok to conduct his own investigation, but allows very little time before carrying out the sentence. The investigation leads to the existence of an undergound black market where violent thoughts are bought and sold. This revelation stops the sentence and allows the crew of the Voyager to depart the Mari homeworld.
Gwyneth Walsh, a native of Winnipeg, Manitoba, Canada, is best known, at least to the world of Star Trek, as B'Etor, the younger of the two Duras sisters; Klingons who have followed in their father's footsteps and conspired with the Romulans at every opportunity to achieve their personal ambitions, regardless of the consequences to the Klingon Empire. Gwyneth's screen credits include Jessica in Crossing Fields (1998); Martine Quiller in 2103: The Deadly Wake (1997); B'Etor in Star Trek VII: Generations (1994); Captain Brock in Soft Deceit (1994); Liv Forrester in The Crush (1993); Helen Schroeder in The Portrait (1992); Doctor Robert in The Jeweller's Shop (1988); and Doctor Rachel Carson in Blue Monkey (1987).
